Bloor Homes and Clinton Devon Estates are bringing forward a proposal to deliver around 410 new homes on Land at Littleham, Exmouth, with 30% allocated as affordable housing for local people.
Our vision for the site is to deliver a sustainable development which would integrate well with the existing community and provide new facilities and amenities for its neighbours as well as new residents. At the heart of the proposal is a need to reflect and respect the wider East Devon National Landscape within which the site sits, while embracing new technologies in areas such as energy efficiency and carbon reduction.
East Devon District Council Local Plan
The site (EXMO_17) is allocated in the draft emerging Local Plan 2020-2042, which sets out to identify the best locations across the district for around 20,000 new homes, required to accommodate the area’s growing population. It is proposed that around half of the 20,000 new homes in the Local Plan will be built in a new community to the east of Exeter.
As the district’s largest town, Exmouth is required to accommodate an additional 2,300 homes, together with new employment space. Exmouth Town Council has recently produced a new Housing Needs Assessment for the town, to guide new development.
Consultation to date
Since the beginning of this year, the Bloor Homes team, supported by specialist consultants, has discussed initial ideas for the Land at Littleham with the local community and its representatives.
We received feedback from a series of stakeholder roundtable discussions in February, a public exhibition in March and a site visit with East Devon District Council officers in April.
We have also met twice with Exmouth Town Council, and also with local MP David Reed to explain our proposals and to listen to what they had to say.
This feedback has helped inform a masterplan for the site, which we are presenting here to prompt further discussions and ideas that will be considered before a planning application is submitted to East Devon District Council for its consideration later this year.
According to the Devon Home Choice Quarterly Monitoring Report, dated April 2025, there are 2,500 households – that’s more than 5,000 people – registered as in housing need in East Devon.
In total, there are almost 11,000 people on the housing waiting list in the district – more than the populations of Budleigh Salterton and Ottery St Mary combined.
